The Dangote Petroleum Refinery has formally informed the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) that it is prepared to begin supplying large volumes of Premium Motor Spirit (PMS) to the Nigerian market starting December 2025.

In a letter dated November 30, 2025, and signed by the Chief Executive Officer, David Bird, the refinery reaffirmed its commitment to meeting the nation’s fuel needs.
“We wish to confirm our readiness to supply PMS for domestic consumption in Nigeria,” the letter stated.
The refinery disclosed that it can deliver 1.5 billion litres of petrol per month (about 50 million litres daily) for December 2025 and January 2026. From February 2026 onward, production is expected to increase to 1.7 billion litres monthly (approximately 57 million litres per day).

The letter, which was also shared with the NMDPRA Technical Sub-committee and board members including Aliko Dangote, D.V.G. Edwin, Marcus Olakunle Alake, Abdu Garba Dantata, and Halima Aliko Dangote, requested the presence of regulatory officials at the refinery to verify production levels.
“We request that NMDPRA personnel be stationed at our facility from December 1st to validate and publish our daily supply volumes,” the statement added.

Reiterating its commitment to transparency, the company noted that it is willing to make its daily production and stock figures public through both online and print media.
The refinery also appealed for smooth regulatory cooperation concerning crude oil access and product distribution.
“We ask for full NMDPRA support to enable the unhindered importation of crude, feedstocks, and blending components, as well as assistance in loading our products for distribution,” it said.

Dangote Refinery further highlighted ongoing logistical challenges, particularly delays in vessel clearance, which it said were affecting operations and causing unnecessary costs for both the refinery and its customers.
Seeking government support to ensure stable national fuel supply, the refinery stated:
“We kindly request your continued cooperation to strengthen Nigeria’s domestic fuel security. Allow the ‘Nigeria First’ policy to work for the benefit of all citizens.”

The federal government previously announced in September 2024 that the refinery would supply 25 million litres of petrol daily to the local market, increasing to 35 million litres from October 2024.
NMDPRA data also indicated that between October 2024 and October 2025, the refinery supplied an average of 18.03 million litres of PMS per day.
