Federal Government Approves New 10,000bpd Refinery in Delta

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has granted MRO Energy Limited a license to construct a 10,000 barrels per stream day (bpd) refinery in Imode, Ughelli, Delta State.

This approval follows the NMDPRA’s earlier grant of a license to Process Design and Development Limited for a 27,000 bpd refinery in Gombe State two months ago.

The NMDPRA announced the approval on its official X handle, stating that Chief Executive Engr. Farouk Ahmed presented the license to MRO Energy Limited.

With this addition, Nigeria now has approximately 11 modular and regular refineries. Earlier this month, the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) announced plans to establish a new refinery with an initial capacity of 50,000 bpd.

Despite the increasing number of refineries, many remain non-operational or underutilized. The Nigerian Upstream Petroleum Regulatory Commission has set a domestic refining target of 770,500 billion barrels of oil per day.
