Lagos State Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, has refuted reports claiming that the state government is planning a second private refinery following alleged discussions with new investors.

Dr. Olumide clarified that he never made such remarks and has not granted any interview or issued statements regarding refinery projects, petroleum investments, or negotiations with investors.
In an official statement, the commissioner emphasized that the mandate of the Ministry of Physical Planning and Urban Development is strictly related to land-use planning and control. This includes zoning regulations, layout approvals, and the processing of physical planning and development permits, all in line with approved master plans and existing planning laws.

He noted that while any large-scale infrastructure project, such as a refinery, must comply with planning and zoning regulations, decisions regarding investment promotion, project initiation, or sector-specific policies are outside the Ministry’s authority.

Dr. Olumide described the attribution of comments on refinery investments to him as inaccurate, misleading, and unprofessional. He called on media organizations to verify information before publication and maintain accuracy in reporting on government activities.
The commissioner also urged the public to disregard the report, affirming that all official communications from the Ministry would continue to be released through authorized channels.
