El-Rufai petitions Police Service Commission over alleged misconduct in Kaduna Command

Former Kaduna State Governor, Nasir El-Rufai, has petitioned the Police Service Commission (PSC) and the Inspector-General of Police, accusing senior officers of the Kaduna State Police Command of unprofessional conduct, abuse of office, and violations of the Police Act.

The petition follows an invitation extended to El-Rufai and six other African Democratic Congress (ADC) members by the State Criminal Investigation Department (SCID) for questioning over alleged conspiracy, incitement, disturbance of public peace, mischief, and causing grievous harm.

Although expected at the police headquarters yesterday by 10am, El-Rufai did not appear in person. Instead, his lawyers, accompanied by Kaduna ADC Chairman, Elder Patrick Didam Ambut, met privately with the Commissioner of Police before addressing journalists. Ambut insisted the party had done nothing unlawful, while dismissing questions on El-Rufai’s absence.

Allegations of police complicity

The row stems from a violent attack on an ADC meeting in Kaduna, where suspected thugs vandalized vehicles, smashed windows, and injured participants. El-Rufai, who attended the event, accused an Assistant Commissioner of Police of standing by as the violence unfolded, even removing his name tag to avoid identification.

In his petition, El-Rufai alleged that since assuming office on December 30, 2024, the Kaduna Police Commissioner had engaged in “egregiously unlawful acts” that undermine public confidence. His media adviser, Muyiwa Adekeye, said the petition seeks an impartial investigation into the commissioner and other officers.

Police summons and controversy

The petition coincided with a police summons directing El-Rufai and six others to report to the SCID on September 8, 2025. The invitation, signed by Deputy Commissioner of Police Uzairu Abdullahi, was also sent to ADC leaders. Many of those summoned reportedly learned of it via social media, and most did not appear.h

While El-Rufai claims the ruling All Progressives Congress (APC) orchestrated the ADC attack, legal experts faulted his decision to shun the summons. Kaduna lawyer, El-Zubair Abubakar, argued that only the accused could personally respond to criminal allegations, saying El-Rufai should have appeared with his legal team.

APC denies role in attacks

The Kaduna APC has dismissed the allegations, insisting it is a law-abiding party that does not sponsor thuggery. State Secretary, Yahaya Baba-Pate, said Governor Uba Sani’s performance has eliminated meaningful opposition in the state.

At the police command yesterday, heavy security presence was observed around the headquarters, with armed officers positioned in vehicles along access routes
