FG Hails Ebenco Refinery As Game-Changer Against Illegal Oil Refining

The Federal Government has officially endorsed the Ebenco Global Link Limited modular refinery project in Koko, Delta State, calling it a major step toward tackling crude oil theft, illegal refining, and persistent fuel shortages in Nigeria.

Ebenco is constructing a 30,000-barrel-per-day modular refinery, described by officials as one of the most significant indigenous refining projects in decades. Fully fabricated and locally operated, the facility is expected to boost domestic processing, reduce fuel scarcity, and strengthen national energy security.

Minister of State for Petroleum Resources, Senator Heineken Lokpobiri, praised the project during an inspection visit, noting that it supports the government’s petroleum reforms under the Renewed Hope agenda. He said Ebenco’s progress reflects growing investor confidence in Nigeria’s local energy infrastructure.

According to Lokpobiri, modular refineries backed by strong governance offer a practical solution to pipeline vandalism and illegal bunkering by providing legal, scalable alternatives within the oil value chain.

Ebenco CEO Dr. Ebenezer Oluwagbemiga said the refinery will start operations in phases, beginning with 5,000 barrels per day before reaching full capacity. He highlighted the project’s potential to create jobs, boost local content, and reduce incentives for illegal refining.

Management consultant Dr. Peter Akindeju described the modular design as a breakthrough in indigenous engineering, improving flexibility and shortening delivery timelines. He recommended the government grant the project pioneer status due to its significance for refining, employment, and energy security.

Associate Professor Dr. Omonigho of FUPRE hailed the investment as a milestone in Nigeria’s journey toward industrial self-reliance, demonstrating the nation’s capability to develop complex midstream and downstream assets.Headline news
