NNPC, 12 Other Federal Agencies Score Zero in ICPC Ethics Compliance Ranking
The Nigerian National Petroleum Company Limited (NNPC), along with 12 other federal ministries, departments, and agencies (MDAs), recorded a zero score in the Ethics and Integrity Compliance Scorecard (EICS) released by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

According to the ICPC publication on Wednesday, the assessment covered 357 MDAs, with NNPC coming last, failing all four key pillar indicators. By contrast, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) topped the ranking with a score of 91.83, while the Nigerian Midstream and Downstream Petroleum Regulatory Commission scored 38.25, placing 278th on the list.
The EICS is designed as a diagnostic and accountability tool to promote transparency, ethical conduct, and institutional resilience in Nigeria’s public sector. It measures compliance across four pillars: Management Culture and Structure, Financial Management Systems, Administrative Systems, and the Anti-corruption and Transparency Unit, capturing critical dimensions of governance and ethics.

For the 2025 assessment year, 360 MDAs were targeted, with three exempted, leaving 357 agencies effectively evaluated. While presenting the scorecard, ICPC Chairman Dr Aliyu Musa, represented by Mr Olusegun Adigun, Director of Systems Study and Review, noted widespread weaknesses in institutional integrity.
Of the assessed MDAs:

48 agencies (13.95%) showed substantial compliance

132 agencies (38.37%) achieved partial compliance

141 agencies (40.99%) displayed poor compliance

23 agencies (6.69%) were non-compliant
“No MDA achieved full compliance,” Adigun stated, noting that 13 agencies were non-responsive and classified as high-risk institutions, with NNPC topping the list. Other high-risk MDAs include:

The highest-compliant agencies include NUPRC, Nigeria Deposit Insurance Commission, Asset Management Corporation of Nigeria, and the Bank of Industry, among others.
The ICPC affirmed that it will continue administering the EICS and warned that MDAs consistently showing low compliance or non-responsiveness would face profiling and enforcement actions to ensure adherence to statutes, policies, and directives aimed at promoting integrity, accountability, and efficiency in government operations.
