Full details have emerged of a 15-point proposal put forward by the United States aimed at ending the ongoing conflict with Iran.

According to reports, the plan has already been transmitted to Iranian officials, with some sources indicating it was delivered through Pakistan. However, it remains unclear how widely the proposal has been shared within Iran’s leadership or whether it will be accepted as a basis for negotiations.

The proposal outlines a sweeping set of conditions and concessions designed to de-escalate tensions and address longstanding concerns over Iran’s nuclear programme and regional influence.

Key elements of the plan include:

Iran dismantling its nuclear capabilities and halting further enrichment of nuclear material

A commitment not to pursue nuclear weapons in the future

Transfer of enriched nuclear materials under an agreed international schedule

Decommissioning major nuclear facilities, including those in Natanz, Isfahan and Fordow

Granting full access to nuclear information to international inspectors

In return, the plan offers significant incentives. These include the lifting of international sanctions and support from both the United States and Israel in developing a civilian nuclear energy programme in Bushehr for electricity generation.

The proposal also includes provisions to remove the “snapback” sanctions mechanism and assist Iran in expanding peaceful nuclear energy infrastructure.

The diplomatic effort comes amid escalating violence in the region. In late February 2026, coordinated airstrikes by U.S. and Israeli forces targeted Iranian military and strategic sites. Iran responded with missile and drone attacks on Israeli territory, U.S. bases, and allied Gulf states.
