MMA2 IMPASSE RESOLUTION: COAST NOW CLEAR FOR LEKKI AIRPORT PROJECT – ICRC D-G

The Director-General of the Infrastructure Concession Regulatory Commission (ICRC), Dr. Jobson Ewalefoh, has announced that progress has now cleared the way for the proposed Lekki Airport project in Lagos.

He explained that the resolution of the long-standing MM2 concession dispute, following President Bola Tinubu’s intervention, has significantly restored investor confidence in Public-Private Partnerships (PPPs) in Nigeria.

Speaking in Abuja, Ewalefoh described the development as a major breakthrough, noting that the removal of restrictive clauses and the clarification of concession terms now allow Nigeria to fully explore new aviation infrastructure projects, including the Lekki Airport and related commercial developments.

He added that the resolution sends a strong signal to investors about Nigeria’s commitment to policy stability, regulatory certainty, and respect for contractual agreements—key foundations for successful PPP arrangements.

According to him, the peaceful settlement of the dispute involving the Murtala Muhammed Airport Terminal Two (MM2) demonstrates the government’s willingness to resolve complex investment issues in a balanced and transparent manner.

The dispute had involved the Federal Government, through the Federal Airports Authority of Nigeria (FAAN), and Bi-Courtney Aviation Services Limited over aspects of the PPP agreement relating to exclusivity and infrastructure development within the airport corridor.

Ewalefoh commended President Tinubu for upholding the sanctity of contracts, saying the outcome reinforces Nigeria’s image as a reliable destination for both local and foreign investment.

He also praised the Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, for his role in facilitating the resolution, along with other stakeholders involved in the process.

The ICRC boss emphasized that the resolution is expected to improve infrastructure efficiency, boost revenue generation, and enhance overall service delivery in the aviation sector.

He further reaffirmed the commission’s commitment to ensuring that all PPP projects are properly structured, transparent, and aligned with national development goals.
