Akpabio, Abbas Under Scrutiny Over Alleged ₦18.6bn Missing Project Funds

The Socio-Economic Rights and Accountability Project (SERAP) has called on Senate President Godswill Akpabio and House of Representatives Speaker Tajudeen Abbas to account for ₦18.6 billion reportedly unaccounted for in the construction of the National Assembly Service Commission (NASC) office complex.

In a letter dated October 18, 2025, SERAP referenced findings from the 2022 Auditor-General’s Report, which alleged major financial irregularities and violation of procurement laws in the handling of the project.

According to the audit report, ₦11.6 billion was paid on August 11, 2020, to an unnamed construction firm, followed by another ₦6.9 billion on November 29, 2023, purportedly for “converting a roof garden to office space.”

The payments were allegedly made without required procurement documents such as a Bill of Quantity, bidding advertisements, or a Bureau of Public Procurement certificate of ‘No Objection.’

SERAP has demanded the immediate disclosure of the company’s identity, including its directors and shareholders, and an explanation for the alleged breach of the Public Procurement Act.

“These serious allegations indicate a violation of public trust and raise concerns of possible misappropriation of funds,” SERAP stated, warning that the rising project cost without approval suggests contract inflation.

The organisation urged the National Assembly to refer the matter to anti-corruption agencies for investigation and prosecution of those involved. It also warned that failure to act within seven days would result in legal action to recover the missing funds.

Citing constitutional provisions, SERAP reminded lawmakers of their duty to ensure transparency and accountability in the use of public resources.

The Auditor-General’s report, published on September 9, 2025, warned that the entire ₦18.6 billion may have been diverted under the guise of constructing the NASC office complex, putting intense pressure on the National Assembly leadership to provide answers.
