Cross River Governor Signs Education, Land Management Bills into Law

Governor Bassey Otu of Cross River State has signed two bills into law: the College of Agriculture, Science and Technology, Obubra (Amendment) Bill, 2025, and the Cross River State Office of the Surveyor-General Bill, 2025. During the signing ceremony in Calabar, Otu praised the State House of Assembly for its collaborative and proactive legislative efforts, emphasizing that the laws align with his administration’s People First agenda to enhance education, land management, and governance for sustainable development.

The College of Agriculture, Science and Technology, Obubra (Amendment) Bill upgrades the institution from a monotechnic to a polytechnic, expanding its academic scope to include science and technology and enabling access to TETFund for infrastructural support. The Cross River State Office of the Surveyor-General Bill establishes a legal framework for the office, previously operating without statutory backing, defining its functions, powers, and administrative structure across four parts and twenty-three sections to ensure autonomy and efficiency.

Otu stressed that education and institutional stability are key to his development blueprint, aiming to position the state for progress through strengthened institutions. The Speaker of the State House of Assembly noted that these laws will boost agricultural innovation, science education, and effective land management in Cross River State.
