The Nigeria Customs Service (NCS), through its special anti-smuggling operation known as Operation Whirlwind, has intercepted about 635,132 litres of Premium Motor Spirit (PMS) in the past six months, in a renewed crackdown on fuel smuggling across Nigeria’s borders.
Findings from multiple operational reports show that the seizures were made across different border communities, mainly in the South-West and North-Eastern parts of the country, where smugglers attempt to move petrol into neighbouring countries.
In October, the operation recorded its first major interceptions, including nearly 50,000 litres of PMS being smuggled towards the Republic of Benin. Since then, similar seizures have been reported in Lagos, Ogun, Kebbi, Adamawa, Taraba, and Cross River States.

In several cases, Customs officers acting on intelligence intercepted thousands of jerrycans of petrol hidden in vehicles, boats, and storage points along known smuggling routes such as Badagry, Idiroko, Seme, and Imeko axes.
By December, the scale of interceptions had grown significantly, with over 284,000 litres seized in Adamawa State alone. Officials say the fuel was being transported through border communities using boats and makeshift storage systems.
In January, further operations in Adamawa and Taraba led to the seizure of tens of thousands of litres of PMS, alongside other contraband goods, as officers intensified surveillance in border areas.

The anti-smuggling campaign continued into February and March, with Customs units in Lagos and the South-West intercepting additional tankers and jerrycans carrying fuel meant for illegal export. Some of the seized products were later handed over to regulatory agencies, while others were auctioned to the public.
According to Customs officials, most of the intercepted fuel was destined for neighbouring countries, where price differences make smuggling highly profitable.
The Service says the operations are aimed at protecting Nigeria’s energy resources, preventing revenue loss, and ensuring fuel intended for domestic consumption is not diverted illegally across borders.
Operation Whirlwind, launched as a coordinated national effort, continues to target smuggling networks through intelligence-led patrols and enforcement along identified flashpoints nationwide.
