CVR: 7 Simple Steps to Register for your Permanent Voter’s Card (PVC) Online in Nigeria

The Independent National Electoral Commission (INEC) has launched the online pre-registration of voters as part of preparations for the 2027 general elections.

In a statement posted on its official X handle on Monday, August 18, the commission announced that the pre-registration exercise had commenced, while physical, in-person registration is scheduled to begin on Monday, August 25, 2025. The exercise will take place simultaneously at all 37 INEC state offices and across the 774 local government areas (LGAs) in the country.

INEC urged eligible Nigerians, particularly first-time voters, to seize the opportunity and begin their registration process early. The commission explained that the online pre-registration system allows applicants to fill in their details ahead of time and book appointments for physical completion of the process.

PVC and CVR Explained

INEC emphasized that the Permanent Voter’s Card (PVC) remains the only document that allows Nigerians to vote during elections. Beyond its electoral purpose, the PVC also serves as a vital proof of identity. Without it, no citizen will be allowed to cast a ballot.

The exercise falls under INEC’s Continuous Voter Registration (CVR) framework, which provides an ongoing opportunity for qualified Nigerians to register, transfer, or update their voter information.

Who is Eligible to Register?

According to INEC, the categories of people who can participate include:

  1. New Voters – Nigerians aged 18 and above who have never registered before.
  2. Existing Voters – Those who wish to transfer their PVCs to a new location.
  3. Lost or Damaged PVC Holders – Individuals who need replacements.

How to Register for Your PVC Online

INEC has outlined a seven-step procedure for online registration via its CVR portal (www.cvr.inecnigeria.org):

Step 1: Visit the INEC Voter Registration Portal

  • Click “Get Started” and select the relevant service (e.g., New Voter Pre-Registration).
  • Options are also available for those updating details or replacing lost PVCs.
  • Note: Multiple registrations are prohibited and may invalidate your application.

Step 2: Create and Verify Your Account

  • Provide your name, phone number, email address, and password.
  • Verify your account via a confirmation email before signing in.
  • Pledge to provide only accurate details by confirming the declaration form.

Step 3: Fill in the Online Registration Form

  • Enter your personal details, including biodata, residential address, and polling unit choice.
  • Uploading a valid ID (e.g., NIN slip, international passport, driver’s license) is optional but recommended for faster verification.

Step 4: Upload Your Photographs

  • Two passport-style photographs are required: one with a neutral expression and another with a smile.

Step 5: Book an Appointment for Biometrics

  • Select a convenient INEC centre and date for fingerprint and facial data capture.
  • Registration runs from 9:00 a.m. to 3:00 p.m., Monday to Friday (excluding public holidays).
  • Missed appointments can be rescheduled via the portal.

Step 6: Collect Your Temporary Voter’s Card (TVC)

  • Once biometrics are captured, a TVC will be issued as proof of registration.

Step 7: Pick Up Your PVC

  • When ready, your PVC can be collected from the same INEC centre.
  • You must present your TVC to claim the card.

With the registration process now underway, INEC has appealed to citizens to take advantage of both the online and in-person registration windows to ensure broad participation in the 2027 polls.
