Governor Malam Uba Sani has witnessed the signing of a historic $62.8 million Memorandum of Understanding (MoU) between the Federal Government of Nigeria and the Kuwait Fund for Arab Economic Development (KFAED) to support the Reaching Out-of-School Children (ROOSC) project in Kaduna State.
The agreement, facilitated through the Federal Ministry of Finance, marks the Kuwait Fund’s first-ever intervention in Nigeria, representing a monumental step toward expanding access to education across the state.
The MoU was signed by the Honorable Minister of State for Finance, Dr. Doris Uzoka-Anite, on behalf of the Federal Government, while His Excellency Dr. Waleed Al-Bahar, Director General of the Kuwait Fund, signed on behalf of the KFAED.
Governor Uba Sani described the development as a “major milestone in our collective mission to tackle educational exclusion and empower the next generation.”
Since assuming office on May 29, 2023, the Uba Sani administration has placed education at the center of Kaduna State’s development strategy. Reflecting this commitment:
- 25% of the 2024 state budget was allocated to education, increasing to 26.14% in 2025.
- 60 new secondary schools have been built.
- 700 new classrooms have been constructed.
- Over 1,049 classrooms have been renovated.
- Tuition fees in state-owned tertiary institutions have been reduced by 50%.
- New infrastructure projects are underway to accommodate rising student enrolment across urban and rural areas.
“This partnership with the Kuwait Fund amplifies our determination to ensure that no child is left behind,” Governor Uba Sani stated. “It is not just an investment in education—it is an investment in security, economic growth, and long-term peace.”
The ROOSC initiative, backed by international funding and federal collaboration, is expected to directly target out-of-school children across Kaduna, providing access to quality, inclusive education in underserved communities.
This strategic alliance reinforces Kaduna State’s reputation as a model for educational reform and innovation in Northern Nigeria and beyond.
