Lagos Retains Top Spot in 2025 Sub-National Climate Governance Ranking

Lagos State has secured the leading position in Nigeria’s 2025 Sub-National Climate Governance Rating and Ranking for the second consecutive year, solidifying its role as the nation’s pioneer in climate action and environmental sustainability.

The announcement was made during the public presentation of the report’s second edition in Abuja, presided over by Minister of Environment Balarabe Lawal. Lagos scored 315 out of 360 points, with Katsina and Kaduna States trailing closely at 310 and 305 points, respectively, as first and second runners-up.

Engr. Olakunle Rotimi-Akodu, Special Adviser to the Lagos State Governor on the Environment, described the achievement as a testament to the state’s commitment to sustainable and inclusive climate governance. He emphasized that Lagos, given its large population and coastal vulnerability, prioritizes climate action for survival, not accolades. “We deeply appreciate this acknowledgment, but our efforts are driven by the urgent need to safeguard our future,” Rotimi-Akodu said.

The annual ranking evaluates states’ performance across five key areas: institutional frameworks, policy and legal structures, climate action plans, and budgetary allocations for climate initiatives. The initiative aims to foster state-level accountability and drive climate action across Nigeria.
