Nigerians to pay extra $11.5 on international flights from December 1

Nigerians traveling internationally will face an additional $11.5 security levy per flight ticket starting December 1, 2025, pushing the total security charge to $31.50.

The new fee, called the Advance Passenger Information System (APIS) levy, was announced by the Nigeria Civil Aviation Authority (NCAA) in a circular to airlines. It applies to all inbound and outbound international tickets issued on or after the effective date, regardless of whether the carrier is Nigerian or foreign.

The levy will fund a 20-year digital platform for real-time passenger data sharing among agencies like the Nigeria Immigration Service (NIS), aiming to streamline border control, enhance threat detection, and improve efficiency at major airports such as Murtala Muhammed International in Lagos.

Airlines must integrate the charge into ticketing systems immediately and begin invoicing. The NCAA estimates the measure will generate $46 million annually.

Exemptions include:

– Infants

– Diplomats

– On-duty crew

– Transit/transfer passengers within 24 hours

– Travelers involuntarily rerouted due to technical or weather issues

Critics warn the increase—on top of the existing $20 security levy introduced in 2010—makes Nigeria one of the most expensive aviation markets globally. Industry leaders argue it threatens passenger traffic, airline profitability, and economic growth.

Consumer advocates have called for strict oversight to ensure funds are used transparently and effectively.
