The National Orientation Agency (NOA) has dissolved its Volunteer Arm, the War Against Indiscipline (WAI) Brigade, following the Federal Executive Council’s (FEC) approval to establish the Citizens Values Brigade as its replacement. NOA Director-General, Mallam Lanre Issa-Onilu, stated that the decision aligns with a September 2024 FEC resolution and a proposed amendment to the Agency’s Establishment Act, reflecting the democratic ideals of the current administration. He noted that the WAI Brigade’s name and approach are outdated for a democratic system, as coercive measures to enforce discipline contradict democratic principles.
A new guideline for the structure, enlistment, and operation of the Citizens Values Brigade will soon be issued, and former WAI members are encouraged to reapply as volunteers under the new framework. The legislative process to amend the NOA Establishment Act No. 100 of 1993 is underway to support the Nigeria Identity Project’s objectives. The Citizens Values Brigade, one of several NOA reforms, will promote attitudinal and behavioral change at the grassroots, starting with 37,000 members across all 36 states and the Federal Capital Territory, focusing on primary and secondary schools.
