Constitutional Clarity: State Development Is the Duty of State Governors — Not the President

It is essential to remind Nigerians that development at the state level is not the constitutional responsibility of the President, but that of the elected State Governors. According to the 1999 Constitution of the Federal Republic of Nigeria (as amended), “the functions of a State Government shall include the provision and maintenance of roads, health services, education, and other social services within the state.”

 

Specifically, Part II of the Second Schedule (Concurrent Legislative List), Section 1(a–c) states:

The National Assembly may make laws for the Federation or any part thereof with respect to: the health, safety and welfare of persons… provided that the State House of Assembly may also legislate on these matters within the state.”

This means roads, hospitals, schools, and local infrastructure are primarily the duty of State Governments — and the President is not obligated to directly execute these within states. Yet, President Tinubu has gone above and beyond his constitutional mandate, initiating and funding numerous capital projects in the Northern states — not out of obligation, but out of political goodwill, loyalty, and people-focused leadership.
