FG ROLLS OUT TWO MAJOR BENEFITS TO PROTECT RETIREES FROM POVERTY AND ILL HEALTH

The Federal Government is preparing to introduce two major pension initiatives designed to improve the financial security and healthcare access of retired Nigerians. The programmes, known as PenCare and the Minimum Pension Guarantee, are expected to begin implementation as the country prepares for its first National Pension Week, scheduled for October 26 to 30, 2026.

The Director-General of the National Pension Commission (PenCom), Omolola Oloworaran, announced the initiatives in Lagos, explaining that they were intended to strengthen the protection available to retirees under the Contributory Pension Scheme.

According to her, the programmes represent an effort to ensure that retirement does not expose Nigerians to financial hardship or prevent them from accessing essential medical services.

PENCARE TO PROVIDE FREE HEALTHCARE FOR ELIGIBLE RETIREES

The first initiative, PenCare, is a healthcare programme designed to support low-income retirees who may struggle to afford medical treatment.

Under the proposed arrangement, eligible beneficiaries will receive essential healthcare services without paying for them directly. The programme is expected to begin with an initial group of 30,000 retirees.

Oloworaran explained that access to healthcare remains a major concern for many older Nigerians, particularly those whose pension income is insufficient to cover both daily living expenses and medical bills.

She stressed that retirement should provide people with greater security after years of work rather than expose them to poverty and poor health.

The initiative follows efforts to improve the welfare of vulnerable pensioners and fulfil provisions aimed at expanding social protection within Nigeria’s pension system.

MINIMUM PENSION GUARANTEE TO PROTECT RETIREES’ INCOME

The second programme, the Minimum Pension Guarantee, is intended to establish a minimum level of pension protection for eligible retirees covered by the Contributory Pension Scheme.

The initiative is expected to address situations in which retirees’ accumulated pension savings may be too small to provide adequate income after retirement.

PenCom explained that the guarantee is based on a provision in Nigeria’s pension legislation that has remained unimplemented for more than a decade.

Once implemented, the arrangement is expected to provide eligible pensioners with a minimum level of protection, although the specific eligibility requirements and payment arrangements will determine how the benefit is delivered.

Oloworaran said the programme would be particularly important for retirees with limited savings, for whom a minimum pension could make a significant difference in meeting basic needs.

The commission sees the initiative as an important step towards reducing financial vulnerability among pensioners and improving confidence in the country’s retirement savings system.

NATIONAL PENSION WEEK TO PROMOTE RETIREMENT AWARENESS

The two programmes are expected to feature prominently during Nigeria’s inaugural National Pension Week, which will take place from October 26 to 30, 2026.

The five-day event is intended to educate Nigerians about pension rights, retirement planning and the importance of participating in formal pension arrangements.

PenCom also plans to use the occasion to encourage younger workers to begin preparing for retirement early, understand how their pension contributions are managed and regularly review their pension statements.

The commission believes that greater awareness will help workers make informed decisions about their financial future while encouraging employers to comply with pension regulations.

The event is also expected to engage entrepreneurs, small-business owners, pension professionals, regulators and other stakeholders, with a focus on expanding pension coverage beyond the formal employment sector.

PENCOM CALLS FOR STRONGER COMPLIANCE

Beyond introducing new benefits, PenCom has emphasised the need for employers to remit pension contributions promptly and for relevant authorities to strengthen compliance with existing regulations.

The commission is also seeking to extend pension participation to more Nigerians working in the informal economy, including traders, artisans, farmers and transport workers.

Expanding coverage is considered important because many people outside formal employment do not have structured retirement savings and may face greater financial difficulties in old age.

PenCom’s planned initiatives come amid broader efforts to improve pension administration, accelerate the processing of retirement benefits and address longstanding concerns about pension adequacy.

The commission has also highlighted reforms aimed at reducing delays in benefit approvals and improving the payment of outstanding pension obligations.

With National Pension Week approaching, attention is expected to focus on the practical implementation of PenCare and the Minimum Pension Guarantee, particularly the criteria for qualifying beneficiaries and the procedures for accessing the benefits.

The ultimate objective is to strengthen retirement security and ensure that eligible pensioners can enjoy greater financial stability and access to essential healthcare after years of service.
