Residents Brand Makinde a “Scammer” in Video Showing Sealed Council Secretariat, Demand Investigation into Federal Allocations as Oyo Flooding Raises Fresh Governance Questions

Serious allegations of financial impropriety and administrative failure have emerged from Saki East Local Government Area of Oyo State, where residents have reportedly petitioned President Bola Ahmed Tinubu over claims that Governor Seyi Makinde’s administration has continued receiving substantial statutory allocations for a local government they insist has not functioned for years.

In a video documentary circulating online, residents reportedly conducted a physical inspection of the local government headquarters, showing locked entrances, sealed administrative buildings, overgrown vegetation and a signpost identifying Saki East Local Government.
The visibly neglected premises prompted residents to question how public funds allegedly continue to be received for an institution they describe as practically nonexistent.
Some residents reportedly described Governor Makinde as a “scammer,” accusing his administration of collecting federal allocations without corresponding administrative activities or public services.
These are serious allegations requiring urgent investigation, not conclusions of established criminal wrongdoing.

SAKI EAST: BILLIONS IN ALLOCATIONS, BUT WHERE IS THE LOCAL GOVERNMENT?
The central allegation is not simply that a council secretariat has been abandoned. It is that substantial public revenues have allegedly continued flowing to a local government whose administrative operations residents claim have effectively ceased.
Saki East remains a legally recognised local government area. However, its constitutional existence does not automatically establish that its administrative machinery is functioning effectively.
The National Patriots believes the documentary raises questions that cannot be dismissed.
How much has Saki East received in statutory allocations since Governor Makinde assumed office in 2019?
Who has administered those funds? Where are the financial records, personnel, public services and completed development projects?
If billions have been received while the council remained effectively non-operational, Nigerians deserve to know who authorised the expenditure and who benefited.

The Movement calls for an independent examination of the council’s allocations, expenditure records, staffing, project execution and administrative activities.
OYO FLOODING: WHERE ARE THE DRAINAGE PROJECTS?
The allegations follow reports of severe flooding in parts of Oyo State last week, coinciding with the reported commencement of Governor Makinde’s presidential campaign.
The flooding has raised additional questions about drainage infrastructure and public expenditure.
Residents have questioned the effectiveness of drainage and flood-control projects reportedly awarded under the administration.
If billions were committed to drainage construction and rehabilitation, where are the completed projects? Were contractors paid? Were the works independently certified?
The National Patriots maintains that allegations of abandoned or nonexistent drainage projects deserve investigation.

Although severe rainfall and blocked waterways can contribute to flooding, government must demonstrate that public expenditure produces functioning infrastructure.
Where evidence establishes that contractors received payment for nonexistent projects, the appropriate anti-corruption agencies must investigate and prosecute those responsible.
MAKINDE’S PRESIDENTIAL AMBITION: POLITICAL CAPITAL IS NOT ADMINISTRATIVE COMPETENCE
The emerging governance questions are particularly significant amid reports of Governor Makinde’s presidential ambition and claims that his political influence extends across 12 states.
Even if such political structures exist, controlling or influencing 12 states does not automatically translate into presidential vict
ory.
Nigeria’s presidential election requires substantial nationwide electoral support and constitutionally prescribed geographical spread.
The ability to mobilise political supporters is not the same as the capacity to govern a nation.
A governor aspiring to lead 36 states and the Federal Capital Territory must first demonstrate measurable competence in managing his own state’s institutions, finances and infrastructure.
The allegations from Saki East and the concerns surrounding flood-control infrastructure therefore deserve substantive answers.
NATIONAL PATRIOTS’ POSITION: INVESTIGATE THE ALLOCATIONS, EXPOSE ANY FRAUD
The National Patriots Movement of Nigeria considers the allegations sufficiently serious to warrant an independent financial and administrative investigation.
“The residents of Saki East are not merely complaining about an abandoned building. They are questioning whether public funds have continued to be collected and administered in the name of a local government they insist has not functioned for years.
“If these allegations are substantiated, they would represent a disturbing failure of public accountability. Nigerians deserve to know precisely how much was received, who controlled the funds and what services were delivered.
“Governor Makinde must provide documentary answers. Political ambition cannot replace accountability, and presidential aspirations cannot excuse unresolved questions about public expenditure.
“We call upon President Tinubu to ensure that the residents’ petition receives appropriate institutional attention. Relevant financial oversight bodies and anti-corruption agencies should examine the allegations, trace the allocations and determine whether any public funds were misappropriated.

“The investigation must also establish the status of drainage contracts in flood-affected communities, including amounts awarded, payments made and evidence of completed works.
“Where criminal misconduct is established, those responsible must face prosecution, irrespective of their political status.”
The Movement emphasised that withholding statutory allocations without lawful justification could punish innocent residents and undermine constitutionally protected local government funding.
Instead, it advocated transparent audits, direct accountability and restoration of effective grassroots administration wherever deficiencies are confirmed.
“A governor who seeks the presidency must demonstrate the capacity to manage public institutions, protect communities and account for taxpayers’ resources.
“Nigeria cannot afford leadership founded merely upon political ambition and declarations of electoral strength.
“Before asking Nigerians to entrust him with the governance of an entire nation, Governor Makinde must answer the questions being raised by residents of his own state.
“The presidency is not an experiment in political ambition. It demands proven competence, integrity, capacity and measurable results, not just to act as a spoiler for another candidate.”
