The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has revoked the Certificates of Occupancy (C-of-O) of 762 plots of land in Abuja, including those belonging to prominent individuals and organizations. The action was taken due to the failure of the owners to settle outstanding fees required for the C-of-O.
In addition, the Federal Capital Territory Administration (FCTA) issued a final warning to 614 other allottees, giving them two weeks to clear their bills or risk losing their Rights of Occupancy (R-of-O).
High-Profile Individuals Affected
Among those whose C-of-O have been revoked are:
- Former President Muhammadu Buhari (via the Muhammadu Buhari Trust Foundation)
- Former Chief Justice of Nigeria (CJN) Walter Onnoghen
- Speaker of the House of Representatives, Abbas Tajudeen
- Secretary to the Government of the Federation, George Akume, and his wife
- Several former governors, including Rochas Okorocha, Ben Ayade, and Seriake Dickson
Prominent lawmakers such as Enyinnaya Abaribe, Dino Melaye, Shehu Sani, and others also lost their allocations due to non-payment.
Official Justification
According to the FCTA notice, the revocation is in line with Section 28 of the Land Use Act of 1978, which empowers authorities to withdraw rights of occupancy in cases of contravention, such as non-payment of statutory fees.
The notice stated:
“The Right of Occupancy to the land/property has been withdrawn… due to failure to pay C-of-O bills after the expiration of the grace period.”
Previous Actions by Wike
Since assuming office in August 2023, Wike has been implementing reforms in land administration within the FCT. Earlier, he revoked 165 plots for lack of development, affecting individuals like Peter Obi, Liyel Imoke, and companies such as Julius Berger and BUA.
Wike has reiterated his commitment to public interest, emphasizing that decisions benefiting the majority will be prioritized, even if unpopular among the elite.
Call for Compliance
The FCTA urged all affected individuals and entities to pay their outstanding bills promptly. For those under threat of revocation, a two-week grace period was provided to settle dues.
Wike’s reforms, including a pegged cost of N5 million for obtaining a C-of-O, aim to streamline land allocation processes and eliminate multiple allocations of the same plot.
