Katsina State Governor, Dikko Umaru Radda, has approved the upgrade of district heads to Grade Level 16 and village heads to Grade Level 10 across the state as part of a new traditional institution reform.

The announcement was made during an event held at the Muhammadu Buhari House, Government House, Katsina, which officially marked the beginning of the implementation of the revised grading structure under the Emirate Law passed by the State House of Assembly in August 2025.
Governor Radda described the development as a major step toward strengthening traditional institutions and improving the welfare of community leaders. He also commended the Local Government Service Commission and other stakeholders for their role in executing the reforms.

He called for unity and cooperation among citizens, stressing that collective efforts are essential in addressing societal challenges and sustaining development.
According to him, security in the state has improved significantly due to joint efforts, adding that his administration remains committed to ensuring lasting peace and stability.

Earlier, the Special Adviser on Emirate Affairs, Usman Abba Jaye, described the reform as part of ongoing efforts to reposition traditional institutions and fulfill campaign promises, particularly in enhancing the welfare of traditional rulers.

He noted that nearly 8,000 ward heads are benefiting from improved allowances, while additional welfare packages, including Sallah incentives, have also been approved to support traditional leaders.
The Chairman of the Local Government Service Commission, Usman Mamman Maska, explained that the implementation followed due process and involved relevant ministries and agencies to ensure effective execution of the new structure.
