The Centre for Convention on Democratic Integrity Ltd/Gte is a non-profit organisation duly incorporated under the laws of the Federal Republic of Nigeria. It is also registered in the State of Maryland, United States of America, as the Center for Convention on Democratic Integrity Inc., and holds Consultative Status with the Economic and Social Council (ECOSOC) of the United Nations. In this independent and authoritative capacity, the Centre issues the present response with the gravest concern to place on record the clear and continuing pattern of fraudulent misrepresentation, impersonation and deceptive conduct exhibited by Prince Adeniyi Adeyemi Matthew.This individual has, for nearly a decade, repeatedly sought to clothe himself in the authority of non-existent or unauthorised high offices, first on the international stage and now at the heart of the Nigerian Presidency.

His most recent manifestations, including the rejection of official government disclaimers and his public media address in Abuja on 25 June 2026, merely confirm what responsible authorities and diligent observers have long established: his operations lack any lawful foundation whatsoever and constitute a calculated attempt to mislead the public, financial institutions, foreign missions, and government agencies.
Official Repudiation by the Federal Government
On or about 11 June 2026, the Office of the Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, issued a formal and unambiguous disclaimer to the general public. The statement declared that “such an office does not exist under this administration and no appointment has been made in that regard.” It specifically disowned any portrayal by Prince Adeniyi Adeyemi that he had been appointed under the auspices of the alleged “Presidential Foreign Intervention Promotion Council.”
This public disclaimer was not an isolated act..
It followed earlier internal clarifications. As far back as September 2025, the Office of the Secretary to the Government of the Federation addressed the Executive Secretary of the Nigerian Investment Promotion Council in unequivocal terms:
“I am directed to refer to your letter dated 19th September, 2025 on the above subject and to inform that the so called Presidential Foreign Intervention Promotion Council (PFIPC) is not a recognised body of the Federal Government of Nigeria.

Investigations have revealed that the said Council has no legal or administrative backing, nor was it established by any instrument of the Federal Government.
Consequently, its operations are unauthorised and fraudulent. You are advised to disregard any engagement from the PFIPC and to notify the appropriate authority should they interfere with the statutory functions of the NIPC.”
The language could scarcely be clearer. The body has no legal personality, no statutory foundation, and no executive instrument authorising its existence or operations. Any claim to the contrary is, on the face of official records, false and void ab initio.
A Well-Documented Pattern of Deception:
The 2017 World Youth Organisation Fraud
This latest episode is not novel. In late 2016 and early 2017, the same individual executed an almost identical scheme on the global stage. He proclaimed himself the elected President-General of the World Youth Organisation (WYO) and falsely claimed to have been sworn into office at the United Nations Headquarters in Geneva, Switzerland. It must be stated unequivocally that no such “WYO-UN” entity exists, and his claims of a United Nations connection were a baseless fabrication.

These outlets published reports without adequate independent verification. The truth emerged rapidly. The authentic World Youth Organisation, a registered charity in England and Wales, issued a public fraud warning in February 2017, explicitly denouncing any link to Adeniyi Adeyemi Matthew and distancing itself from his activities (see: https://www.worldyo.org/news/latest-news/2017-02-12-fraud-warning-organisation-based-nigeria).

His purported “inauguration” photograph depicted a staged room setup in Nigeria, complete with deceptive costumes, not the United Nations in Geneva. He subsequently promoted a “World Economic Youth Summit 2017” through self created online platforms and solicited registration fees of US$600 from members of the public in what was a transparent scheme to obtain money by false pretences.
These facts were set out in detail in contemporaneous fraud alerts and confirmed through direct contact with the legitimate WYO leadership in the United Kingdom. The episode established beyond reasonable doubt that Prince Adeniyi Adeyemi Matthew is a serial impostor prepared to fabricate international credentials, exploit media goodwill, and prey upon public credulity for personal advancement.
The Current Claims and Their Fundamental Flaws.
Prince Adeniyi Adeyemi’s assertions in his 25 June 2026 media address, including purported operations from an office at the Federal Secretariat in Abuja and a so-called budgetary allocation of approximately N1.3 billion in the 2026 Appropriation Act,are wholly irrelevant and amount to nothing more than elaborate window dressing. One may fabricate grandiose claims or “build something or nothing” around non-existent structures; such artifices confer neither legal personality nor operational legitimacy. The Presidency itself has publicly disowned the entity.
Adeniyi Adeyemi Matthew operates an illegal body that is neither registered with the Corporate Affairs Commission (CAC) as a non-governmental organisation nor established by any instrument of the Federal Government. Even were it somehow governmental (which it manifestly is not), a non-governmental organisation could access only grants or donations, never direct budgetary allocations from the national treasury.
These matters do not alter the fundamental reality, his activities remain unauthorised, fraudulent, and devoid of any lawful basis.
His refusal to produce basic documents (an establishing instrument, letter of appointment, etc.) whilst attacking those who have disowned him follows the classic playbook of the exposed fraudster: deflection, counter-allegations and demands for investigations into everyone except himself.
Prince Adeniyi Adeyemi Matthew has demonstrated a persistent and unrepentant propensity for fabricating grandiose titles, staging fraudulent credentials and exploiting institutional ambiguity for personal or pecuniary advantage. From the discredited World Youth Organisation claim in 2017 (widely covered by the Nigerian Tribune, Punch and Vanguard) to the current attempt to legitimise an unauthorised presidential council, the method remains consistent: bold assertion, media amplification where possible, and aggressive deflection when challenged.
Such conduct constitutes a flagrant affront to the principles of integrity, transparency and good governance. It inflicts tangible harm on genuine civil society actors, legitimate investors, and the country’s international standing.
Amnesty International is strongly advised to steer entirely clear of Prince Adeniyi Adeyemi Matthew and any entities or individuals associated with him. Any encouragement for Amnesty International to organise protests during the United Nations General Assembly in September is entirely uncalled for, misguided, and risks compromising the credibility of legitimate human rights advocacy.
The time for polite circumspection has passed. This individual is a serial impostor and fraudster whose activities warrant the full and immediate attention of Nigeria’s law enforcement and anti-corruption architecture. The relevant agencies must move decisively. The Nigerian people and our international partners deserve nothing less.
