The Federal Government has approved a new review of allowances for civil servants across all grade levels, from Level 1 to 17.
According to an official circular issued on April 23, 2026, and signed by Ekpo U.O. Ntah of the National Salaries, Incomes and Wages Commission, the changes will affect key benefits such as Duty Tour Allowance, Estacode, teaching allowance, local running costs, and disengagement allowance.

The revised rates are set to take effect from October 1, 2026.
Under the new structure, senior officers on Grade Levels 16 and 17 will receive ₦109,000 as Duty Tour allowance. Those on Levels 14 and 15 will get ₦73,000, while officers on Levels 12 and 13 will receive ₦60,000. Civil servants on Levels 7 to 10 are to be paid ₦51,000.
For lower grade levels, officers on Levels 5 and 6 will receive ₦45,000, while those on Levels 1 to 4 will get ₦30,000.

There are also adjustments to Estacode allowances for official trips abroad. Permanent Secretaries will now receive $1,040, while officers on Levels 15 to 17 will get $737. Those on Levels 7 to 14 will receive $666, and Levels 1 to 6 will be paid $357.
The government said the review is in line with the provisions of the Federal Public Service Rules and is aimed at updating allowance structures across the public service.
Overall, the changes will impact multiple sectors and categories of federal workers nationwide.
