The Nigeria Civil Aviation Authority (NCAA) has ordered the suspension of services to 11 domestic airlines over unpaid statutory charges, placing them on its updated “No-Pay-No-Service” list in a move aimed at enforcing financial compliance within the aviation sector.

According to an internal memo dated May 22, 2026, all NCAA directorates have been instructed to withhold regulatory and administrative services from the affected airlines until outstanding debts are cleared or approved repayment arrangements are made.
The charges at the centre of the dispute include the five per cent Ticket Sales Charge and Cargo Sales Charge, which airlines collect on behalf of the regulator to fund safety oversight, training, and economic regulation in the aviation industry.

The directive, signed by the Director of Finance and Accounts, Olufemi Odukoya, was circulated across regional offices and copied to senior aviation officials, including the Director-General of Civil Aviation. It stressed that no services should be rendered to the listed operators without financial clearance.

The affected airlines include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.
The move is expected to affect regulatory support for the airlines, raising concerns over possible disruptions in flight operations and broader implications for the aviation industry.
