Burkina Faso has introduced a new policy requiring all students who wish to pursue higher education overseas to obtain prior approval from the country’s Ministry of Higher Education before leaving to study abroad.

The measure, approved by the Council of Ministers, applies to every Burkinabè student, including those studying on government scholarships and those funding their education privately. According to the government, the policy is aimed at ensuring overseas academic programmes align with the country’s national development priorities while improving graduates’ reintegration into the domestic labour market.
Officials said the new requirement will enable authorities to monitor the academic fields students choose abroad and ensure that the skills they acquire meet the country’s economic and workforce needs.

The regulation introduces an additional administrative step for thousands of students planning to study in foreign countries, particularly in destinations such as France, which has traditionally attracted large numbers of Burkinabè students.
The latest move reflects the military-led government’s broader efforts to increase state oversight across key sectors, including education, as it pursues policies aimed at strengthening national sovereignty and aligning institutions with its long-term development agenda.
