The governor of Seyi Makinde has issued a new directive aimed at tightening control over security-related associations operating within Oyo State.
Through Executive Order No. 001 of 2026, the state government is introducing a formal system for the regulation, registration, and coordination of groups involved in security and allied services. The move is designed to improve oversight of vigilante groups and community-based security structures while strengthening overall security management in the state.

Speaking after signing the order at his residence in Ibadan, Makinde explained that the decision was driven by increasing security challenges and the rise of unregulated groups engaging in security activities without proper supervision. He stressed that while citizens and community associations play an important role in supporting safety efforts, stronger coordination is now necessary to avoid misuse and disorder.

He also addressed recent insecurity incidents, including the abduction of students and teachers in Oriire Local Government Area, describing the situation as painful and assuring residents that security agencies are working to rescue the victims safely. He called for calm and continued cooperation from the public.

The governor further warned against the formation of unauthorized security groups that could encourage ethnic profiling or conflict, urging residents to report suspicious activities to official security agencies instead of taking the law into their own hands.
According to the state’s Attorney-General and Commissioner for Justice, Abiodun Aikomo, all associations or groups providing security services with more than five members must now register with the government through the Office of the Special Adviser on Security. Existing groups have been given a 72-hour deadline to comply.

He added that enforcement will be carried out in collaboration with the Nigeria Police Force and the Nigeria Security and Civil Defence Corps, and that failure to comply will attract legal consequences.
Makinde reaffirmed his administration’s commitment to restoring peace and ensuring that all security operations within the state are properly regulated and monitored.
