APC PCC KATSINA PALACE VISIT: WHAT THE EMIR ACTUALLY SAID AS RECORDS REVEAL TINUBU’S SECURITY & DEVELOPMENT INTERVENTIONS.

Separating Verified Palace Proceedings from Viral Allegations — Federal Security Commitments, Agricultural Support and the North-West Development Agenda

By Gloria Fraser, MFR

A circulating social media commentary attributed to Comrade Ibrahim Muhammad Sani has generated controversy over the October 19, 2026 visit of Senator Abdulaziz Yari, Director-General of President Bola Ahmed Tinubu’s Presidential Campaign Council, to the palace of the Emir of Katsina, His Royal Highness Alhaji Abdulmumini Kabir Usman.

The commentary portrays an extraordinary confrontation in which the Emir allegedly accused the President’s administration of selfishness, indifference to insecurity and neglect of ordinary Nigerians.

However, the inflammatory quotations attributed to the respected traditional ruler are unsupported by the available official account of the visit.

The distinction between verified proceedings and unsubstantiated allegations is essential to responsible public discourse.

WHAT ACTUALLY HAPPENED AT THE PALACE?

According to the account published by Katsina Times, based on a statement from Governor Dikko Radda’s Chief Press Secretary, Ibrahim Kaula Mohammed, Governor Radda accompanied Senator Yari and his delegation to the Katsina Emirate.

The Emir welcomed the visitors, acknowledged their respect for the traditional institution and emphasised the importance of citizens’ welfare, peaceful coexistence and sustained development.

He also encouraged cooperation between government and traditional institutions in addressing community challenges.

There was no mention in the published account of the insulting expressions, personal accusations or confrontational exchanges attributed to him in the viral commentary.

Independent reports confirmed that the delegation visited the Emirs of Gwandu, Katsina, Daura and Zaria as part of wider consultations.

Senator Yari explained that the delegation sought the traditional rulers’ prayers, blessings and counsel, rather than formal political endorsements.

The palace visit is confirmed. The sensational quotations remain unverified.

Until an authenticated recording, transcript or clarification from the Katsina Emirate Council establishes otherwise, presenting those allegations as the Emir’s actual words is misleading.

KATSINA’S SECURITY CONCERNS ARE LEGITIMATE

Nevertheless, the security challenges underlying the controversy are real.

Communities in Batsari, Jibia, Safana and other affected areas have endured banditry, kidnapping, displacement and disruptions to farming activities.

Traditional rulers are entitled to express concern when their subjects face such hardship.

Their responsibilities extend beyond ceremonial functions to the welfare and security of their communities.

President Tinubu has publicly acknowledged these challenges.

During his May 2025 visit to Katsina, responding to concerns raised by former Governor Aminu Bello Masari, he declared:

“We will invest more in technology and take over the forests.”

He also recognised that insecurity required coordinated action by federal, state and local authorities.

PRESIDENTIAL SECURITY INTERVENTIONS

In September 2025, President Tinubu received a delegation of Katsina leaders headed by Governor Radda.

Following their discussions, he directed an immediate review of security operations, approved additional drone acquisition and demanded daily operational feedback.

The President also addressed strengthening forest guards and the proposed establishment of state police.

These decisions demonstrate federal engagement with Katsina’s security challenges, although their effectiveness must ultimately be judged by improved protection for communities.

Governor Radda acknowledged the President’s responsiveness, stating:

“There was never a time I came to the President with a request that he rejected.”

That testimony is significant because it came directly from Katsina’s elected governor.

THE NORTH-WEST DEVELOPMENT COMMISSION

The establishment of the North-West Development Commission represents another important initiative under President Tinubu’s administration.

The Commission provides an institutional framework for addressing regional infrastructure deficiencies, displacement, poverty and the consequences of prolonged insecurity.

Governor Radda, Chairman of the North-West Governors’ Forum, welcomed its establishment, describing it as an important intervention for regional development.

However, institutional creation must be followed by measurable delivery.

The Commission should prioritise communities affected by banditry, particularly through school rehabilitation, agricultural recovery, healthcare, livelihood restoration and assistance to displaced families.

Its achievements should be communicated transparently, with clear information on completed projects, beneficiaries and outstanding commitments.

AGRICULTURE, FEDERAL SUPPORT AND SOCIAL PROTECTION

During President Tinubu’s May 2025 visit, Governor Radda highlighted agricultural mechanisation initiatives, including the acquisition of tractors supported by federal intervention.

Such programmes are important in a state where agriculture sustains thousands of rural households.

Nevertheless, agricultural investment cannot deliver its full benefits where farmers remain unable to access their land safely.

Security and economic recovery must therefore advance together.

Federal social protection initiatives, the North-West Development Commission and relevant humanitarian institutions offer opportunities to support vulnerable households.

The priority should be ensuring that assistance reaches intended beneficiaries, particularly displaced families, widows, farmers and communities recovering from attacks.

State and local governments must also account transparently for the use of increased public revenues.

FOOD FOR THOUGHT

The Hausa proverb reminds us:

“Hannu ɗaya ba ya ɗaukar jinka.”

One hand alone cannot lift a roof.

Restoring peace and rebuilding communities require cooperation among the Presidency, security institutions, state governments, traditional rulers and citizens.

No single institution can accomplish this responsibility independently.

THE NATIONAL PATRIOTS POSITION

The National Patriots respect the Emir of Katsina and acknowledge the legitimate concerns of communities affected by insecurity and economic hardship.

However, we reject the presentation of unverified inflammatory quotations as established statements from His Royal Highness.

Political commentary must not be confused with authenticated reporting.

We recognise President Tinubu’s documented security directives, his administration’s establishment of the North-West Development Commission and federal support for agricultural development.

We equally commend Governor Dikko Radda for his engagement with the Presidency and his administration’s continuing security efforts.

Nevertheless, more must be done to ensure that federal and state interventions produce visible improvements in the lives of ordinary citizens.

We recommend stronger military and intelligence capabilities, improved community protection, accelerated rehabilitation programmes and transparent reporting on humanitarian assistance.

The North-West Development Commission should intensify its engagement with vulnerable communities, while state and local governments should prioritise practical social protection and livelihood restoration.

Traditional institutions remain indispensable partners in communicating citizens’ concerns and strengthening public accountability.

The central issue is not whether the Emir should speak truth to power. He has every right to do so. The issue is whether statements circulated in his name accurately represent what he said.

Katsina deserves factual public discourse, effective governance, lasting security and sustainable development.

May Almighty Allah protect the people of Katsina, comfort bereaved families and restore enduring peace throughout the North-West.
